Program Manager

Position Summary
The Program Manager is responsible for the overall leadership, management, and strategic direction of all shelter and supportive service programs within the organization. This position ensures high-quality, trauma-informed, and client-centered services are delivered effectively and in compliance with grant, regulatory, and organizational requirements. The Program Manager supervises program staff, oversees program outcomes, manages budgets and reporting, and works collaboratively with community partners to support individuals and families experiencing homelessness or housing instability.
The Program Manager serves as a member of the leadership team and plays a key role in advancing the mission, vision, and goals of the organization.
Essential Duties and Responsibilities
Program Leadership & Oversight
- Oversee all shelter supportive service programs.
- Support the Operations Manager in the overall daily operations of the shelter.
- Ensure programs are operating effectively, efficiently, and in alignment with organizational goals and funding requirements.
- Develop, implement, and evaluate program policies, procedures, and best practices.
- Monitor program performance outcomes and ensure quality service delivery.
- Ensure services are trauma-informed, housing-focused, and client-centered.
- Lead strategic planning and continuous improvement efforts for all programs.
Staff Supervision & Development
- Supervise Department Managers, Coordinators, Case Managers, and other program staff.
- Recruit, train, mentor, and evaluate program employees.
- Promote a positive, collaborative, and accountable work environment.
- Ensure staff receive ongoing professional development and required trainings.
- Assist in conflict resolution and performance management as needed.
Grant & Compliance Management
- Ensure compliance with federal, state, local, and private grant requirements.
- Monitor program documentation, data collection, and reporting requirements.
- Work closely with finance and grant staff to manage program budgets and reimbursements.
- Prepare reports for funders, leadership, and community stakeholders.
- Ensure compliance with HMIS and other required databases or reporting systems.
Community Collaboration & Partnerships
- Build and maintain strong relationships with community partners, agencies, and stakeholders. Represent the organization at meetings, coalitions, and public events.
- Collaborate with community organizations to improve access to resources and coordinated care.
- Support community outreach and advocacy efforts related to homelessness and housing services.
Client Services & Outcomes
- Ensure programs support positive client outcomes related to housing stability, employment, healthcare, and self-sufficiency.
- Monitor client satisfaction and program effectiveness.
- Assist staff in addressing complex client situations and crisis interventions when necessary.
- Ensure a safe, respectful, and supportive environment for all clients and staff.
Administrative Responsibilities
- Assist with organizational planning, budgeting, and program development.
- Maintain accurate program records and documentation.
- Participate in leadership meetings and organizational initiatives.
- Support the development of new programs and funding opportunities.
Qualifications
- Bachelor’s degree in Social Work, Human Services, Public Administration, Nonprofit Management, or related field required; Master’s degree preferred.
- Minimum of 5 years of progressively responsible experience in nonprofit, shelter, housing, or human services programs.
- Minimum of 3 years of supervisory or management experience.
- Experience managing federally or state-funded grants preferred.
- Knowledge of homelessness systems, housing programs, trauma-informed care, and case management practices.
- Strong leadership, organizational, and problem-solving skills.
- Excellent written, verbal, and interpersonal communication skills.
- Experience with HMIS and program reporting systems preferred.
- Ability to manage multiple priorities in a fast-paced environment.
- Proficiency in Microsoft Office and other relevant software systems.
Physical Requirements
- Ability to sit, stand, walk, and use office equipment for extended periods.
- Ability to occasionally lift up to 25 pounds.
- Ability to respond to on-site emergencies or crises as needed.
Work Environment
This position operates in a shelter and office environment with frequent interaction with clients, staff, community partners, and stakeholders. Some evening or weekend work may be required based on organizational needs.
